Haiti and Guyana -- Economic Freedom


In this 2009 index on Economic Freedom report, it states that Haiti is placed at 147 on the overall list with Guyana at 155. Why the comparison between these two countries? Is it that these two countries continue to elect governments that are all for themselves and not the people who elected them into office?

How is it that Panama, Trinidad, Jamaica, Barbados, St. Vincent, Dominica, Grenada, St. Lucia, Bahamas, Belize all rank below 100. These two countries in the region need to look at what is being done and follow suite. It seems that they are still in the colonial management era. Either that or these government managers are just plain greedy!

The reports claims that the banking sector is “inefficient,” that the government expenditure exceeds the gross domestic product (GDP), government expenditures, including consumption and transfer payment, are high. All because of poor management!

The Finance minister, Mr. Ashni Singh said that the reports was base on some estimates and is not holistic in terms of the supposed facts. Mr. Singh also claims that a Chinese company, BOSAI, will be investing US$1Billion in an aluminum plant. The key word there is “will be investing” not a contract or done deal! The other one is oil explorers want to come and invest in agriculture, mining forestry and a whole range of activities. Again the key word is “want to come!”

The report clearly states that Guyana’s foreign investment policy is non-transparent and burdensome because government still screens the investment and relevant ministries have significant discretion in issuing licenses and approval. I may want to go to on vacation, but if I find out that the country I choose to visit takes weeks for my paper work to clear so that I can get back out of the country, I am not taking my vacation in that country!
